The men and women of law enforcement and the military involved in police actions do not have any well researched, comprehensive guidelines on what are reasonable responses to the various types of resistive and/or aggressive situations that they must face.
Sam conducted a series of national research projects defining reasonable responses to resistance and aggression which has culminated in the Action - Response Continuum. It has been peer reviewed by the Academy of Criminal Justice Sciences and the American Criminology Society and is now the recommended model for Basic Peace Officer Training, Advanced Peace Officer Training, Bailiff's Training, Corrections Training and Private Security Training for the state of Ohio. It can also be found in the West Virginia State Police Policy and the state of Ohio Department of Corrections and Rehabilitation Policy.
Sam conducted another research project with the National Institute of Justice to further validate the force model. The Action - Response Continuum has been presented to the United States National Standards in Training Association, AFSCME Corrections United, the 2003 National Gang Taskforce, the CALEA National conference and twice to the National Associations of Attorney Generals, to name a few.
